WLS Construction Consultants, LLC is a Military Spouse, Minority and Women-Owned construction consulting firm specializing in project management support services and training. Our firm brings over 35-years in combined experience in "Cradle to Grave" construction life cycle processes such as project funding, programming, planning, development, budgeting, design and construction execution as well as closeout.

Our mission is to bridge the gap between architects, contractors, and owners by fostering a unified, “one team” approach to construction project delivery. Drawing on our experience across all sides of the industry, we provide strategic project management support that enhances communication, emphasizes focused strategy, minimizes risk, and reduces costs caused by mismanagement or misalignment.

Our Team
President, Tonia Rivers
Tonia Rivers is a certified project management professional (PMP) with more than 20-years of experience in the construction industry and holds a Bachelor of Architecture from Howard University. Her expertise includes managing over $1.5 billion in projects in roles ranging from contractor to Department of Defense stakeholder. She has delivered work across multiple sectors, including historic preservation, commercial, federal, institutional, healthcare, residential, and K-12 education.
What sets Tonia apart is her ability to connect with people—design professionals, subcontractors, and owners alike—fostering trust, communication, and shared accountability. Her leadership has supported teams nationwide in delivering high-performing, resilient projects.
Contracts Administrator, Jason Von Holmes
Jason Von Holmes serves as a Contracts Administrator supporting Prime Contractors on U.S. federal and institutional construction projects across the Indo-Pacific. He brings 15 years of USAF Civil Engineering Squadron experience and a strong background in construction management, project controls, and documentation-driven execution. Jason supports post-award delivery through closeout with disciplined correspondence, controlled logs, meeting minutes, change documentation, and traceable decision tracking to maintain defensible project records and reduce execution risk in complex, multi-stakeholder environments.
